We are seeking an experienced and proactive

Project Manager / Project Delivery Officer / Scrum Master to lead and manage the delivery of strategic projects within our organization. This role requires a hands-on leader who can ensure successful execution and governance of multiple cross-functional projects within the stipulated timeline, budget, and scope. You will be accountable for delivering business value by aligning project goals with organizational strategy while adhering to internal standards and external regulatory requirements.


Key Responsibilities


  • Deliver and report on all prioritized projects within the Strategic Project Portfolio, ensuring adherence to quality, timeline, and budget parameters as outlined in the business case.
  • Ensure effective project governance in alignment with organizational and regulatory standards.
  • Prepare and manage all project-related documentation including tracking of invoices and budget utilization.
  • Coordinate and report project performance, ensuring visibility and transparency across all stakeholders.
  • Drive end-to-end project execution, taking accountability across departments to meet agreed objectives.
  • Understand project goals clearly and ensure alignment between project execution and business expectations.
  • Foster a culture of benefit realization, change management, and continuous improvement within the project delivery process.
  • Identify and manage interdependencies across projects, proactively resolving issues and escalating when necessary.
  • Promote innovation and collaborative working across Business Partners to maximize project outcomes.
  • Provide hands-on leadership in addressing delivery gaps, project risks, and resource alignment.
  • Ensure agile practices are followed and adapted to suit project needs, where applicable.


Job Requirements


1. Qualifications


  • Bachelor�s Degree in Business, Information Technology, Insurance, Computer Science, or a related field.
  • Professional certifications in Project Management (PMP, PRINCE2, APM) are highly desirable.
  • Agile Project Management certifications (e.g., Certified Scrum Master, PMI-ACP) are an added advantage.
  • Life Insurance industry-related qualifications such as MII, CII, LOMA, AII, or ICA are preferred.


2. Experience


  • Minimum of 7-10 years of experience in Project Management, with a strong track record in IT project delivery.
  • Hands-on experience in Life Insurance industry operations is preferred (e.g., Life Administration, Actuarial, Agency, or Finance).
  • At least 4 years leading cross-functional teams using Agile methodologies.
  • Demonstrated ability to manage and deliver multiple projects end-to-end.
  • Strong experience in handling complex project interdependencies and cross-departmental coordination.


3. Skills & Knowledge


  • Strong knowledge of Agile and Scrum frameworks; familiarity with other methodologies such as Waterfall is a plus.
  • Excellent communication and stakeholder management skills; ability to engage at all organizational levels.
  • Fluent in English (spoken and written); knowledge of Mandarin or other Asian languages is an added advantage.
  • Strong influencing and negotiation skills; ability to challenge the status quo constructively.
  • Critical thinking, problem-solving, and change management expertise.
